What are access masks?

I enabled them to see what changed however I couldn't see any additional features anywhere.

Turning that option on, in and of itself, does not do anything. However it enables a number of other things. Basically the two biggies are:
-Hiding private forums from being displayed to those who don't have access to them
-Allowing user-level forum access editing.
