Hi, any feedback will be welcome
I have seen SEO guys like to change html and php files to do the ON SIte for SEO services
In the case of vBulletin all this data is setup via plugins like DBSEO or others
When you talk to any SEO guy they dont know about vBulletin, they dont know this is a software
What is your recomendation, do I need to hire a SEO guy specialist in vBulletin or what should I do?

Both if possible, SEO guys will help you to correct on page elements on your site while vB developer can help you to edit what you or your SEO guys wanted. :)

If you have any "SEO guys" still telling you this, tell them 1999 called and they want their advice back. Search engines have zero issues with dynamic pages.
In the case of vBulletin all this data is setup via plugins like DBSEO or others
None of these are needed or add anything really helpful. If you find yourself with too much money laying around, it's a great way to get rid of some of it though. In most cases, it's also a great way to increase server resources used and decrease page load speed.

Focus on you and your members creating great content and content which is timely, of interest to other people, and relevant to terms people are actually searching for.

Don't waste your money on SEO. It's pointless. Google's newest algorithm indexes everything regardless of headings or tags or keywords or any of the other nonsense SEO companies used to do and then charge for it.
As stated above focus on quality original content, not design, modifications, add ons or nonsense. Use accurate and descriptive titles and proper English (or whatever language you are using) grammar and spelling.
