Where on the home page do you want it to appear?
You create a custom HTML block and paste that code in the form, if you're talking about a forum block.

If I know exactly where you want it to appear, I can help you with with a plugin to inject the code you posted at the correct place. :)

yes!
Okay, navigate to:
AdminCP -> Forums & Moderators -> Forum Blocks Manager
Under "Select Block Type" choose "Custom HTML/PHP"
Fill out the form like so (adjust the title and display order to suit your needs):
https://vborg.vbsupport.ru/attachment.php?attachmentid=157048&stc=1&d=1523598591
In the "Content" field, enter:
return '<iframe scrolling="no" frameborder="0" marginwidth="0" marginheight="0" width="100%" height ="auto" src ="http://www.meteo.be/services/widget/?postcode=1340&nbDay=2&type=1&lang=nl&bgImageId=13 &bgColor=d1d256&scrolChoice=1&colorTempMax=8b1613& colorTempMin=cee5f7"></iframe>';
Save it, and you should be good to go. :)

The best way for someone can help you on this is, you need to show your forum here and note the place you want to show weather block on it. :)
