Token Security Error

Some new users are reporting this error but we cannot reproduce or figure out why:

"Your submission could not be processed because a security token was missing"

OK what happens is for a new account it forces them to accept rules before they can reply to a thread but when they do they get the token security message (verified myself).

The issue was an old plugin Cyb Advanced Rules/Permissions no longer being supported after upgrading to VB4
