Looks like it is a modification of the postbit template with a hard-coded td bgcolor.

<td bgcolor="blue">

"blue" can also be a color hex value to get it the right shade.

The red top of it could be done with a table nested inside the td cell also with a hard-coded bgcolor, a hard coded font color, and no borders.
