strange: new members (moderated) are able to bypass moderation

Greetings

this issue is really annoying, I have usergroup 2 for new users set to moderate their threads/posts but someone is able to post new threads without passing moderation

I have set "Follow Forum Moderation Rules" to No and all new members threads/posts gets moderated, except for someone who is able to bypass that!!

I'm using Tapatalk and notified them, asked me for a test account and I gave it to them, now I used the test account and tried both (android/iOS) using a group 2 account and all new threads/posts get moderated!

cant think of why that could happen or even a solution for this issue

got this issue solved by Tapatalk support, it was the same option "Follow Forum Moderation Rules" I forgot to turn off in the forums permission!
