Where is Template Manager in AdminCP? (ref: vBA CMPS)

Where is Template Manager in AdminCP? Can't find Template Manager in the adminCP of my 4.2.3. I'm trying to follow the instructions of @thelastsuperman to make vBA CMPS mobile friendly. But no Template Manager in my adminCP as shown in his.
