There is a style for 3.6 that I updated to work on vb4. I can;t contact the developer since he has private messaging disabled and he hasn't been online since 2011. Can I republish it if iI give credit to the original developer?

If you are using any of the original code or images then no, you may not publish it without getting affirmative consent first.

If it does not use their original code but merely looks like it, you can.

I can't imagine there would be much, if any, VB3 code carried over to VB4, the styling is very different.

If it's only images reused you may consider making your own images.

It is a windows xp style. The images are windows xp images. I would change the logo if I publish it. It is still the original logo Original style: https://vborg.vbsupport.ru/showthread.php?t=172489 vb4 style: http://anticoonkoi.tk/?styleid=5

As Joe stated you can't re-use any of it without permission so with that being said just whip up a new logo, find a royalty free background image to replace the current then simply key in the same #000000 color codes and done - it will look similar but be different and allowed .

For the vB4 style, try using the css background cover to make the image display properly over the entire area it's in instead of using repeat - https://css-tricks.com/perfect-full-page-background-image/
