When I send emails to all members using the vbulletin control panel it states do not close the brouser, so I leave it open but it sends the emails slowly so it takes a long time and the brouser or session times out, so I wonder does the email sending program still run to complete the emails or does it stop when the session times out

Generate a mailing list using the vBulletin Control Panel and use it in the mailing list feature within cPanel or use an external company to provide a mailing list.

Slow is good with email or your host will most likely shut you down. Trickle them out slowly and keep your browser opened. You can still use your browser, just use other tabs.. Just do not close the browser.

If the session times out just hit the back button and you can usually take up where you stopped.
