Have you seen it on many sites? Have you asked the admin of the site you saw it on if it is a commercial modification?

I'm not 100% sure, but I suspect archived mods are simply not available for download under any circumstances. Also, that mod is for vB 2.2.x so it would likely not work on any vB 4.x site. :)
