What version of the software are you running? What version is the language pack made for? What are the steps you are taking to upload the .xml file?

Have you ever successfully uploaded a language pack before?
Does your host have mod_security or suhosin enabled on your server (you will need to ask them this)?

Ask your host to disable mod_security and then see if you still have the same problem uploading the .xml file.
As for how to edit the rules, again, ask your host.
