Ban Pm's from nuisance members

Is there a way to ban a single member from using the PM system?

Try the simple product (I never publlished) I have attached. For the nuisance member, in the "Usernames And Quotas" field, give them a PM quota of 0, and they will get the no permission error message if they attempt to send a PM. :)
