is there a support ticket add-on for vb3.8.9 by chance i'd really like to impliment one so my forums remain some what organized

I personally haven't seen such plugin.

How about you just create a new forum section called "Support" or something along the lines of that and make it so that members can only see their own thread and staff members can see all threads?
That basically emulates a support ticket plugin.
