why there is no VBulletin CMS on admincpanel after installed FRESH NEW VB4.2.3 ?

do you have the full CMS package, or Forums only?

* Do you have the Forum only or the Suite? (only the latter has the CMS)
* If Suite, has the CMS part been installed and activated?
* Do you have the necessary permissions to manage the CMS?
