Coding layout

Hi,
I have my own layout, but in my country I can't find anybody who could encode it. It means to encode only for html5 and css3, but no one implement it under the vBulletin engine. Or to implement with html5 and css3 is going to be hard under the engine and see if I could do it myself with a poor knowledge of this? Can you help me? I have to somehow encode the layout. :/

That's quite a complex design, especially to implement into vBulletin. There's no way you can do it without any HTML/CSS experience and no understanding of how vBulletin templates work.
