What this template modification does? And, please use image with English, I can't understand a thing on current image.

Looks like it removes the ability to leave a permanent redirect when you move a thread, it will force the user to leave an expiring redirect with this modification. (If the redirect checkbox is checked of course)

That could be useful.

I personally choose to disable redirection by default, so if someone wants to have redirection, it needs to be selected.
