Is there a way to get this without having to purchase vB5?
If you bought it a long time ago and only bought the forum package, without the CMS, then I'm afraid you have to upgrade your license to vBulletin 5 to get all the other packages.

Alternately you could try using Wordpress instead as your CMS. There are several Wordpress plugins that will merge your users if you need it. If you do not need the users posting in the CMS or commenting then you can use Wordpress out of the box. Wordpress is free and pretty easy to use and set up.

You can also use Joomla...I have joomla on mine and it works fine...I have a bridge for it called jFusion and it allows for dual log in ...

Although, i always bought all my licence complete with blogs/cms etc.. (except 1)
Are you sure you cannot buy CMS package now ?

^ I've always loved Logician's mod, can even be used in conjunction with other cms, basically I do all sorts of custom pages using it on certain sites - very nice and useful considering how you can cusotmize it and assign different styles per page and custom templates per page.
Edit: Not sure why you're getting rid of vBAdvanced... if it's due to not being mobile friendly then check my signature.

vbAdvanced is nice, but it is no longer actively supported.

Yeah, he quit supporting it about a year ago.
I had tried reaching out to him about it at one point, but I never heard back.

I tried to download the CMPS but didn't get the zip file. Just a one page php file that doesn't work. Any one got the last version they want to share? I remember it had some files you had to load then an xml sheet to install. Or is my memory kaput?

The download is still working for me, I just downloaded it from his website.

The mod posted in your signature didn't work for me. I replied to the post on your website, and it went under approval and was never posted or replied to.
