Hello guys, I am new to vBulletin.
I successfully installed vBulletin 4.2.3 and after setting up the forum; i went over to 'Advertising' to add GoogleAdSense code but the page doesn't seem to load even if i click on 'Add new Ad' or 'Manage Ads'.

So you see a blank page? Here is a page from the manual about troubleshooting blank or 'white' pages: https://www.vbulletin.com/docs/html/blank_pages

IF i reupload non-images file, nothing will happen to the changes i made on site? I made usergroups and logo and mostly everything and board is good to go just need to fix this ad.
and 'non-images' means everything from 4.2.3 'upload' folder BUT not images folder, correct?

Yes and yes.
A likely cause for your issue is an adblocker on your local system, perhaps something that comes with your antivirus or security suite software. Try disabling. If that's it, you may be able to define an exception in that software.

Do you have ad blocker on your browser?
If yes, disable that and then try.

Also, even when you disable such ad blocking scripts, it can still on occasion not want to work correctly - simply right-click and tell it to open in a new tab/window and it will load the Manage Ads page fine. For me its been a long-standing and certainly sporadic issue. The simple work-around of opening in a new tab/window has always worked for me.
