Similar to vBulletin 5/FaceBook, can somebody please create a modification that allows certain usergroup, under certain forum sections to be able to comment below every post?

Is a modification like this even possible, on vBulletin 4.2.3?

Although it seems to be working as described in the original post on vBulletin 4.2.3.
