Local Default Avatars

I have a mod idea if anyone wants to make it. I have a ton of users who don't have avatars and I hate that. I have a large avatar bank of locally stored avatars they could be using. Is it possible to make a plugin that would pull from the locally stored avatars and randomly assign the no-avatar posters an avatar?
