VPN and Proxy Users

I've tried modifying the .htacess file to prevent others from signing up or using the site with VPN or proxy on, but I have yet to get it to work properly. If anyone has any advice or suggestions I would appreciate it,

It's not possible to stop every VPN/proxy.

Have you tried using a good anti-spam solution ?
I will not worry about proxy/vpn as those are 95% times AUTOMATED SPAM BOTS...

A good anti-spam solution, will work best for you, check the modification forums you will find enough options.
