I keep getting this it's a fresh install.....
Which vBulletin version are you using? And which PHP version?
Are you also entirely sure that you uploaded all of the files correctly?

That error is implying you have not uploaded all the files or else some of the files did not get uploaded completely. I would suggest reuploading them and making sure they all get uploaded completely.

I direct downloaded from vB.com and uploaded the upload dir(THE CONTENT INSIDE UPLOAD WHICH ARE IN PUBLIC_HTML), I assure you all files are their.

you need to upload the files that are inside the upload folder not the upload folder its self

^ Exactly, Force just identified the problem. While in FTP, simply go into the upload folder and highlight all the content (if using a program like Filezilla) then simply drag+drop onto the .. folder at the very top and it will move all files to the above folder.

Worked it out myself. Disappointed with the responses thinking i didn't upload all the right files.. Not like I've been doing this for 3/4 years.
