Have you tried on a unmodified default style?
Have you tried with all mods disabled?

Seems like it is only with some users, have them reload their avatar. With all mods disabled.

Seems like a bug in vBulletin? When I check the response of the first link I see:

Warning: imagejpeg(): Filename cannot be empty in [path]/includes/class_image.php on line 1430.
When I remove "&type=thumb" from the URL, it works fine.

What version of PHP are you running?

You should really upgrade you vBulletin to 4.2.2, you are running 4.2.0 which has many unpatched security vulnerabilities.

Last php version

The problem isn't from mods I tried to upload avatar after I disable everything and have the same problem

That don't help, what is the version number?
Is the customavatar directory been chmod to 777?

If it is not, then chmod it to 777, then go to ACP --> Maintenance --> Update Counters --> Rebuild Custom Avatar Thumbnails.

What do you have set in AdminCP > Settings > Options > Image Settings > Image Processing Library? And, are avatars stored in the database or filesystem? If in the filesystem, is the /avatar directory chmod to 777 recursively? And, have you tried Rebuild Custom Avatars under Maintenance > General Update Tools? And what version of vB and what version of PHP?
