video is turned off

I am having an issue with the video being off I have checked in admincp and it clearly shows video is on but on forum it shows it as being turned off so i played with the other setting and turned everything off and in forum it didnt show any of the changes I made still shows everything on except html and video here are screenshots for some reason whatever i save it as in admincp doesnt change anything

What about in usergroup permissions?

i haven't thought of that but just checked and video is also turned on through usergroup permissions and i checked all user groups
