I have a question: Why do mod authors mark their code as non reusable code, but then because of that, people can't expound on the mod to fulfill requests.

And why do you think they should? It's their work, and they get to decide what they allow others to do with it. Just because they share their work with others, and for free at that, does not mean they have to let everyone recycle and republish their code.

Exactly. Why would I want someone else to take credit for all my hard work.
If there is a mod(s) you want to expand upon, code it from the ground up, then add the new features, but remember the coding needs to be different from the original authors code.

Don't get me wrong, I understand that a lot of work goes into coding these mods. And I appreciate a ton.
Like for example, cellarius coded a mod (https://vborg.vbsupport.ru/showthread.php?t=309645) for me months ago. I'm in need of a small modification to the mod, but noticed that only he could modify it. So that's why I was wondering.

Or contact the coder, explain what exactly you want to do, how you would credit his work, and ask nicely for permission to use the code. That might just work if you are reasonable and polite, and not demanding and brazen.
Edit: This is in response to what ozzy said, not to Elixar.

Well then perhaps you could ask him to add what you need, perhaps with some monetary incentive.
Or you can always add what you need yourself.
Or you can pay someone else to do the needed changes for your site, but it can not be released as a update.

Ah, it's me. In this case your out of luck insofar as I will not expand my addons anymore. If i leave vB for good, I might allow reusing them in the way you suggest.
But you can always pay a coder to make the modifications you want - as long as you don't publish the addon and use it only on your own site, it's not an issue.
Edit: Damn, too slow today. I blame it on New Years Eve... ;)

I figured. Have to ask, not even for some money? :D
If not, no worries, and the update would only be on my site.

I replied to that thread, I think what you are after is already a option.
