Do you have a lot of users and posts? Either way, best way you can do it is for users admincp/Users/Prune/Move Users for posts use the moderation tools for each section

I think you should keep the users, just delete posts by go to the forums and tick all and delete.
It's more benefit if you keep your members.

Well that would be fine, but it sounds like the OP wants a fresh start, no users or posts, but wants to keep everything else in place.

You could go to admincp > Threads & Posts > Prune and you can also go to admincp > Users > Prune.
Please be aware that if you are on shared hosting, you probably cannot prune more that 1000 items at a time.

Why didn't you just install a new forum and take the old one down?

That requires editing the database directory via a tool like phpMyAdmin and setting the AUTO_INCREMENT for the user table.
ALWAYS DO A BACKUP PRIOR TO DOING ANYTHING TO YOUR DATABASE!!!

ALTER TABLE `user`AUTO_INCREMENT=2;
Run this query in your admincp

He doesn't want to set it to 1 if he is keeping the admin, userid 1, account. He would want to set it to 2.
