My understanding, although I have not tested this theory, is that if you create a new APP via Facebook it uses the new API. vBulletin still uses the older API, thus it will not work. If you have an older APP it will work just fine if you alter the URL's in the APP. I would suggest you add a vote to this in the vBulletin JIRA.
I will try to proof this when I get a chance.

tbworld is correct. I'm not sure if we'll be updating/fixing the vBulletin 4 facebook api, it is a moderate amount of work.

If I understood well you're talking for the ability to allow registrations using FB API and not the vB Facebook forum application. Right?
Just today in my new site (4.2.2) I activated FB connect and it works fine.

HI NICK,
My purpose is login in Forum with Facebook App, it mean customer don't need to create account/register. Anyway, your registrations idea by FB API is really good too.
Could you please show me how to do it ? Thank you very much !!!!

The FB login will not work correctly until vbulletin rewrites the system to work with the new FB system, unfortunately. I would recommend you vote on the issue here:

Voting on vB4 bugs is completely pointless. There will be no more development on vB4 (except, maybe, adaptions for newer PHP versions).

Maybe they'll make an exception in this case since it breaks an entire, sometimes critical, login system? That and ~54% of customers are still using vbulletin 4.x whereas an embarrassingly 1.8% use 5.x (https://tools.digitalpoint.com/cookie-search)

It's a shame that vbulletin has gone down hill, they (IB) wont even hire even developers to get the facebook connect login to work.
There are 1,000's upon 1,000's of sites, if not more, that use facebook connect.. Yet the "worlds best forum solution" won't even get this working.
They should remove it from their sales page, along with everything else that doesn't work either..lol We all know how that will turn out though.

They'll make it work for v5, no doubt. Therefore it's not broken. I don't know that it's a matter of hiring someone to fix it, but more of a matter of redirecting resources to give their customers what is blatantly obvious.

I wouldn't count on it working for vbulletin 5 even though it's called "vbulletin connect"...lol
There may be 3rd party addons that will make this work on vb4, but I didn't see anything the other week when I was searching.

It'll be fixed in the next release of vb5: http://tracker.vbulletin.com/browse/VBV-13415
I would bet someone creates an addon/fix for vb4 before vbulletin does.
