Here you have the hack to allow moderators to PM users with disabled PM. The
effect of the hack is:

1) If you are a moderator, you will not even know that the user has PM disabled. The PM will be sent as if he would have the PM enabled.
2) If you are a moderator, you will not know that the user has e-mail disabled. You will be able to e-mail him as for any other user.
3) You are a moderator if (a) you belong to a group which is marked as moderator in the control panel (by default, only "Administrators" and "Super Moderators"), or (b) you are effectively the moderator for any forum. I didn't check for the group "Moderators", because this group is removable and it has the "moderator" checkbox unchecked in the control panel. However, you could check the checkbox in the control panel, and the group will be comprehended as well.

The user will receive the e-mail (of course) or the PM, and will receive e-mail or dialog box notification for the PM if either is selected (he might disable both), so the PM could be silent for him. The other problem is that when he is aware that he has a PM, the forum will not let him read it until he reenables the PMs in the user CP (the PM will be listed, though).

The only problem with this, as far as PMs are concerned, is the user has to turn on PMs to even access the PM page to look at the PM that the moderator sent.

I suppose we could give the moderator/admin the ability to turn pm on for the user in question... but then again that would mean that pm-ing is turned on generally and all users can pm this particular user again, wouldn't it?
