Which is the best seo add-on/plugin (if possible free) to install for utf-8 characters.

Well i believe so because on my admin panel appears the dbseo which I upload it on
/public_hml/forum/dbtech/dbseo/hooks/global_complete.php

If you are having a problem with dbtech plugin you will need to post in the topic of the plugin in question as per site rules

I would stay away from a major mod like db's for SEO.
You can "seo" your forum without many mods.
Also you run into an issue if DB vanishes like vbseo did..
