Hello,
A while back I RSS'd craigslist ads into subforums based on geography. After a while, the ads are either "author deleted", "removed", etc....

My question based on very limited knowledge is, does google penalize rankings for links that go to Craigslist that have been deleted? The link does not go to a 404, but simply a static message?

I am thinking adding these links was a mistake

I am not sure if you would get penalized but you should always use a rel="nofollow" on those. Google has been updating the algo lately and knocking down a few sites because of incoming links mostly.

Did you get a warning in webmaster tools?
