Help with cron script in footer

Hello All,

I have a lot of customization done in footer template, PFA the screen shot - compare versions.

I notice the below -

1) auto DST correction code - completely removed

2)Call for Cron script - {vb:raw cronimage} repeated at two instances

3)Copyright notice repeated at two instances

Can anyone clarify the below-

1)What is the purpose of auto DST correction codes?

2) Does repetition of call for cron script affect the scheduled tasks running ?

I find the image is too small to read. I believe DST = Daylight Savings Time, and "Automatically detect DST Settings" is one of the options in the usercp, so I imagine it has to do with that.

I don't think repeating the cron script will affect how the tasks run, because there shouldn't be any difference between that and two users requesting a page at about the same time. I imagine that if you have a busy forum it won't make any difference, but I'm not absolutely sure.
