Remove Permission to Permanently Delete Threads

Is it possible to set Admin, Mega Mods and Mods, permissions so cannot permanently delete a thread?

I have never tried this (at this level), so please let me know if you were successful. :)

I banned everyone from hard deleting a thread, but not all boards have this freedom and be in compliance with their local laws.
