I'm not talking about coding? I'm saying if I wanted to offer my services for Forum Management and the like.

You can add a simple line and link in your signature, I believe. I could not find the exact rules that regulate this on vBulletin.org. It is probably posted in the help section if you give a good look. ;)

It was hard to understand what you where asking for in all your other posts you really need to make it clear in your first post so we can help

I'm not sure how it's not clear. Both points in the OP were talking about working as Staff.
