Posts not showing at the top

problem i have is newest threads arent being bumped to the time there staying where they are and i have noticed a few even showing up on second page how can i fix this so new threads are bumped to the top

In the "forum manager" you can alter the "sort field" and the "Sort order" on a per forum basis. Users can alter the order in the "user settings". Depending on how a "bump" is executed and the above filtering will lead to what you are seeing.
