Dear Sir,
I start a new forum, so I should install the version 5.1.3 RC1 or 5.1.2 before, then upgrade to 5.1.3 full release ?
Thank you!

Officially.....you should start with 5.1.2. Upgrading afterwards is easy.
On a new forum you'd probably get away with 5.1.3 RC1, but you'll still have to upgrade it to the full release afterwards anyway.
5.1.3 isn't officially supported until it goes to full release though.

Yes, it's the same as any other upgrade, though it doesn't take much time to run the script once the files are uploaded, as there aren't many changes.

I installed 5.1.3 and associate forums with Facebook App. After user successful login to the Facebook (Using: Login with F), system automatically switches to the registration page and I successfully logged into the forums account, the system automatically switches to User settings page, but status at line Facebook Connect is still "Connect with Facebook" (ie not connected) and can not "Save Changes" to associate them. What should I do?
In the Facebook app:
1. Do you want to make this app and all its live features available to the general public? - Yes
2. Client OAuth Login - Yes
3. Embedded browser OAuth Login - Yes
4. App Secret Proof for Server API calls - Yes
In the vBulletin:
1. Enable Facebook Platform - Yes
2. Enable Auto-Register - Yes
