"incompatible" in dropdown on main page

In the dropdown on the bottom of the main page, the values are similar to "VIP Member Style (vB3 Style - Incompatible)". Does anyone know of a way to enable this dropdown and allow users to change the color scheme?

If you want users to be allowed to change styles, AdminCP > Settings > Options > Style Settings > Allow Users to Change Styles > Yes
