I browsed through the information I could find and did not notice any indication of language translation capabilities. Does vBulleting have this functionality ?
Example User 1 is English speaking , User 2 is Spanish speaking
User 1 post a question in English , Can user 2 view this post translated into spanish when they enter the forum ?

No, it doesnt have that facility.
The language packs referred to above are something entirely different to what you are looking for.

I used this vB Enterprise Translator (https://vborg.vbsupport.ru/showthread.php?t=232456) a few times without problems.

Reportedly VBulletin's forum software does not allow users to select the language in which their interface appears. Apparently the webmaster must select the language for all users, nowadays.

Uh, No?
If administrators install language packages, the end users can choose which interface/system language to view the forum in.

Yes this might be your best bet but keep in mind as with any translations sometimes things get lost in the translation. So its not always completely accurate. The language pack will help for a user to be able to read the forum but may not auto translate like you had requested.

Great! Knock yourself out! lol Seems to me it would be pretty hard thing to code. you would have to know the various languages you were using fluently so that there were no real errors.

This is not hard .. if you see Facebook provides a link for translation below the text if the detected language is different than user defined language .. when the user clicks on the link the text is translated by Bing translator ( google translate API available also ) language is autodeteced and translated to user defined language .

The translated language is never 100% correct

Sure .. but it is sometimes the only solution available .. the user will see the original text and the translated text . BTW I'm not going to do that mod .. I just liked the idea .

Not mad at all. Never was. I just find it really interesting how many people think that its just a simple, quick thing that you whip up in 5 minutes or less. Some time its not, that's all.

I never thought easy means 5 minutes or less :) .. I didn't even say it is easy .. I said it is not hard .. and provided an existing example with simple logic .. have a nice day :)
