Idiot here lol, posted this inside the VB5 on accident, maybe you guys can help lol

so I am looking at how to activate whats above the message box like you guys have here. It seems the admin is the only one able too but none of the regular members are able to see it or use it. Is there a way to turn it on?

Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
SaveThen browse the site using that totally default vbulletin style - do you still have the same problem?

Also check your usercp and see what you have set for Message Editor Interface
