Any idea on which template has this type of arrangement.

It is developed by 'vbstyles.com', at least that is what the credits say. :)

I was able to locate it to aria theme of vbstyles. My question is how to put forums list,new posts and excerpt from those posts?

Unfortunately, you are asking for too much in a single question, which leaves us with no method in answering. You would have to narrow down the scope of your question and even then we could only reply with the comparison of the vbulletin default templates.

So the only way to compare it to the default templates, is to purchase the style. Then I doubt someone could share what was done, as that would probably break the rules of purchasing the style. :)

I have purchased the theme from vbstyles. But the style is in a regular vbulletin form.
So let me narrow down my query.

1. How to show excerpts of posts on the home page.

I hope i am not asking too much now!

That should simply be the article preview text, it shows once you add a new article OR promote a forum thread(post) as an article to the CMS. You can edit the settings for each article by clicking the pencil icon to the right of the large Title name, then as you can see there are many options (show full text as preview or snippet etc etc).
