I have a few of questions. I've found most of the answers myself to most of my questions by looking through the various options but i am about done for the night and had a ferw outstanding questions.....
My first question is on the reps feature. How can i disable the "I disapprove" option?
Are there better icons i can use to replace the rep and report icons? If so, where can i find them and where are the original ones so i can replace them?
How can i allow members to upload their own avatars?

These are permission based I think.

Most of the images you wish to change are in the folder images/reputation.

I had already looked there. The only images in that folder were different colored tiny boxes, which i assume would make up some kind of bar based on how many reps they had.

ok, i found the icons i was looking for under images/buttons
Now, is there any replacement icons out there? Or do i have to have someone make them up?

Usergroup Manager > edit usergroup > Can Leave Negative Reputation > No

You can control most everything from here. As Lynne says, Usergroup/edit usergroup.
Now, is there any replacement icons out there? Or do i have to have someone make them up?
Just make them up yourself. Not difficult.
Failing that, just tell me what you want and I will throw in a couple of examples that you can upload straightaway.

And thanks DemOnstar. I may take you up on your offer although i would have to compensate you somehow, but for now i'll just ask what would be the best way to create something like that for someone who doesn't have any fancy programs?

Download a fancy program.
Or
Inkscape (http://inkscape.org/) is open source and free. Not necessarily the best but does the job.
