Obviously you'd try what's suggested in 1 and/or 2.

What do you try to access? You don't need to access anything except either the upgrade script or tools.php, both are independend scripts. Or do you try to tell me you're getting this error when running either of those scripts?

Upload tools.php from your vB download package (as described) to your AdminCP folder. Make sure your install folder is present, if not, upload that too. Then point your browser to that file.

This plugin would not cause this problem. Have you ever uploaded all files but forgot to run the upgrade script
