Call webservice when a new post happens?

We are currently evaluating forum systems for an upgrade to a major forum.
My question is:
Is there a possibility to call a webservice when someone is posting a new post, preferable with a list of all subscribed usernames?

Not with the default software but with custom coding it could likely be accomplished.
