Site builder not showing for admin?

How do I access site builder when the turn on/off button up the top no longer displays? At first I thought it was my test site but I did another db dump of my 4.22 site and fresh update to 5.1.1a9 and still can't see it. I've also lost the RHS widget bar.

The RHS bar seems to work fine for other users.

Try out the internet explorer. The site builder is extremely bugged in FireFox. Even though it actually displays the site builder in FF now (which it hasn't before like your problem) there are still some buttons missing.
