Go to admincp > (sidebar) Custom BB Codes > Add New BB Code and setup this fields:
Title: Url Converter
BB Code Tag Name: URL
Replacement: <a href="{param}" target="_blank" />link</a>
Example: [URL ]http://www.google.com[/ URL] (without spaces)
Use {option}: NO
.. and then save.
