Mods able to change forum/sub-forum name?

Don't know how i should explain my issue but i give it try.

Is it possible to make privileges for a certain moderator/group/person so that guy are able to change forum/sub-forum name? Not all forum/sub-forum, just the one whe has access to as mod.

No, not by default.

In other words, if you coded it, it would be possible, but it isn't in the default software. I do not recall seeing a modification to do it either.

Coding it by my own it not a option.
