Other User cannot see Attached Image

Hello, somebody please help me..|

I have some problem about Attached Images.
The member cannot see other member's attached images, member can see only self attached images.
Please give me some advice..

You have to enable Can Download Attachments in the usergroup in order for them to be seen. :)

Make sure to check Channel Permissions > forum name > usergroup to make sure you don't have permissions set for that usergroup in the channel.

Do have have Can View Thumbnails set to Yes also? Are the files stored in the database or the filesystem? Are the posts moderated? Can admins view the images attached by other users? Did you change any of the Registered Usergroup permissions from the default at all? Which ones?
