moved all attachments and gave the paths and CHMOD folder to 0777 updated counters and continuously getting errors on that.

First, how about giving other members here a chance to answer. You bumped the thread in 28 minutes. We are just volunteers and have other things to do in our lives. :(
You need to provide additional information.
1.) Did you move the attachments before or after you received the ACP error?
2.) Do the files actually exist in the target directory? If so then the path or permission is incorrect.
3.) Check your PHP error-log you may find additional information and report it here.
4.) What is the history of this error (explain the latest changes to your board, including server modifications)?

1) no changed only moved whole site and updated paths and permissions
2) yes files exist, 0777 permission is given
3) nothing found related to website
4) moved from a cPanel server to networksolutions.com and after moving got this error :(

Currently, do you have the attachments set to be in the database or the file system?
Currently, do you still have a copy of all the attachments you transferred from the other server?
Does the new server have open_basedir restrictions or does it have Safe Mode enabled?

2) yes I have a copy uploaded them to a different folder and updated path still no luck

Try the following since you have open_basedir restrictions on your server.
Create a 'tmp' subdirectory under your main hosting directory and chmod it to 777. Then in the Admin CP set "Upload In Safe Mode?" to 'Yes' and point the "Safe Mode Temp Directory" to that directory. If you placed the tmp directory in the right place, the path to the Safe Mode Temp Directory will be:
/home/yoursite/tmp
Admin CP -> Settings -> Options -> Server Settings and Optimization Options -> Safe Mode Temporary Directory
Admin CP -> Settings -> Options -> Server Settings and Optimization Options -> Safe Mode Upload Enabled -> Yes
Also the php.ini setting for 'upload_tmp_dir' may be empty. It's possible you (as root) or your host will need to edit php.ini and set 'upload_tmp_dir' to point to the full path to a directory on the server that is chmod'd to 1777. You will also need to restart Apache after making this change.
