Restrict number of image attachments by usergroup?

Ideally, I'd like to have one group that can only attach X number of images per post, but another group have a different limit. As far as I can tell, I can only have 1 global setting for all groups. Is there a way to change this?

This would require a custom modification. I'm pretty sure one currently does not exist for this.
