Paid Sticky Mod?

Does there exist a mod for VB4 in which users can pay to have a thread stickied? I've seen the vb3 version but have no idea how to port it over to vb4.

On the last page a member says he got it working on vB4.
Maybe someone could make a new version of it for vB 4
