I'm kinda new to VB.
Where do you set the header tag line like the site has: "The Official vBulletin Modifications Site."

That was probably added in the header template, as it is not part of the logo.

You're used to using Wordpress I assume?
In your admin control panel, go to - settings>options>General Settings. There you will see what you may be interested in if I understand what you really want. If that's not it then I have no idea.
If you are looking for a way to have text appear in your header, none of this will help you. You will have to have that imprinted into your header image.

I was curious if there is somewhere to set the headertag or if this might be some custom hack the admins of this site did for this forum. I'm not finding header tag in the default vbulletin config.

It is custom, but it is not a "hack". It's just some additional html in the header template, and that's what templates are for.
